VIBRANT VILLAGE PROGRAMME

Central Government has approved the Vibrant Villages Programme (VVP-II) as a Central Sector Scheme (100% Central finding) on 2nd April, 2025 for identified villages in the blocks abutting international land borders (ILB). 107 villages of 6 Border Districts of Punjab will be covered under VVP-II.

OBJECTIVE

The approved programme envisages assimilation of the border population with the nation and inculcates them as eyes and ears of the Border Guarding Forces (BGF’s), creating better living conditions and adequate livelihood opportunities, and to wean away the border population from inimical activities

SCHEME

  1. Livelihood Generations
  2. Road Connectivity (Thematic Area)
  3. Village infrastructure including health facilities
  4. Energization (Thematic Area)
  5. Television and Telecom Connectivity. (Thematic Areas)
  6. Promotion of tourism, culture and outreach activities
  7. Financial inclusion
  8. Empowerment of youth & Skill Development
  9. Development of cooperatives, SHGs & FPOs for managing opportunities and maintenance of assets created under the Programme
  10. Education infrastructure

 

THE PROGRAMME ENVISAGES THREE-PRONGED STRATEGY:-

  1. Saturation of existing schemes of Government of India to eligible individual beneficiaries & household
  2. Strengthen basic infrastructure
  3. Create enabling infrastructure and capacities to increase livelihood opportunities.

 

FINANCIAL OUTLAY

  • The financial outlay for each of 1954 villages will be broadly upto Rs.3.00 Crore.
  • State /District may augment fund flow for works/projects by inclusion of Corporate Social Responsibility (CSR) components/funds, District Mineral Fund (DMF) and any other funds available with them as per the guidelines regulating such funds.
  • A normative provision of Rs. 2 lac per village will be separately earmarked for administrative expenses like stationary, payment for Data Entry Operator, other office expenditure, related to the programme for the entire programme period i.e. 2024-25 to 2028.
