• Untied Funds of Hon’ble CM/FM
    • The concept of Untied Funds was introduced with objective to carry out the works of emergent nature, which are normally not covered under the schemes decentralized at the district level. These funds are mainly allocated for filling up the missing gaps and for and for completing the in-complete public utility as prescribed in guidelines. The funds are distributed in the ratio of 75:25 between CM & FM and are relesed as per respective approach. During the financial year 2024-25 against an allocation of Rs. 90.00 Cr (CM - Rs. 67.50 Cr + FM 22.50 Cr) , an amount of Rs. 89.64 Cr has been released to concerned districts for development works.

 

  • Punjab Nirman Programme
    • Punjab Nirman Programme was launched by the State Government in 2005-06 for improving living conditions of people and to address their felt developmental needs more effectively at grass root level in consultation with the local representatives. The funds under the schemes are released to the districts after the approval of Hon’ble CM and are utilized as per the prescribed guidelines and amendments therein from time to time. During 2024-25 an outlay of Rs. 17 Cr was allocated and the same has been released to the districts.

 

  • Untied funds of DPCs
    • In compliance with the Clause 243 ZD of the 74th Constitutional amendment, “The Punjab District Planning Committees Act 2005” was enacted. The Chairman of the Committees are nominated by Hon’ble CM. Currently out of 23 districts, Chairmen have been nominated in 21 districts except Pathankot and Barnala. The funds aredistributed among the districts as per the approval of Hon’ble FM. During the financial year 2024-25 against an allocation of Rs. 13.00 Cr an amount of Rs. 11.87 Cr has been released to 21 districts for development works.

 

  •  Assistance to Non-Governmental Organizations (NGO)
    • The Department of Planning is the Nodal Department for sanctioning the funds to the concerned Administrative Departments for providing monetary assistance to Non Government Organizations (NGOs) under Scheme PM-06 “Assistance to NGOs.” The implementation of this scheme lies with the Administrative Departments viz. Health and Family Welfare, Social Security and Women & Child Development, Social Justice and Empowerment of Minorities, School Education, Rural Development and Animal Husbandry. The scheme is being implemented as per the guidelines formulated by the state. An Apex Committee has been constituted under the Chairmanship of Chief Secretary, Punjab for promoting the role of NGOs in the state. Maximum support of Rs.10.00 lac per annum per project subject to maximum of Rs.15.00 lac per annum for more than one project can be provided under this scheme. However, there is no limit for projects under service sector with motive to create awareness among masses.

 

  • Assistance to CRRID & IDC
    • Punjab Government has been providing grant-in-aid to Centre for Research in Rural and Industrial Development (CRRID) on matching basis with Indian Council of Social Science Research (ICSSR) and annual maintenance grant to Institute for Development & Communication (IDC) with the condition that these institutions undertake at least five Studies/Research Projects/Survey Reports/Analytical Report annually. The studies are proposed by the Administrative Department. For 2024-25, 4 studies have been entrusted to IDC & 1 to CRRID. The grant is released to both the Institutes in instalments. During 2024-25 Rs. 1.00 Cr has been released to IDC. Rs. 263.55 lac has been released to CRRID, out of which Rs. 199.32 lac pertains to Court Case, Rs. 30 lac is the backlog of previous year and Rs. 34.23 lac is matching grant with ICSSR for 2024-25. Matching grant of Rs. 36.45 lac is yet to be released by Planning Department.
